- Signed Memorandum of Agreement with the U.S. Coast Guard, facilitating cooperation between both entities.
- Issued the first newsletter, two pages long. It noted that the FCGH’s priorities were:
- The first priority is to obtain oral histories of past Commandants.
- The next priority is to assist with a website for the Historian’s office.
- The third priority is to provide stipends or fellowships to individuals working on Coast Guard historical topics.
These priorities are entirely consistent with our major purposes for being.
- The first issue further noted that:
- At the same time that we were creating The Foundation, an effort to create a National Coast Guard Museum was getting underway on the East Coast. Each of these efforts progressed without the knowledge of the other. Upon learning of the Museum effort, The Foundation met with VADM Paul Welling, USCG Ret., coordinator, in New London and discovered that our efforts were entirely compatible, and that each was working on a different aspect of the same goal.
- Issued second newsletter, now called The Cutter, for cutting straight to the point. The name originated from a membership contest, and CAPT Gene Davis, USCG (Ret.), submitted the name and artwork for the masthead that was chosen and remains to this day.
- Created four-color membership brochure.
- Issued third newsletter, now five pages in length.
- Awarded first grant ($5000) to U. S. Naval Institute to record oral history of ADM Owen Siler, the oldest living Commandant. This grant led to six additional grants from other sources for the oral histories of six more Commandants.
- Created Foundation logo incorporating CG Shield, crossed anchors, waves, ropes, and stars signifying CG heritage, and a book signifying scholarship and research.
- Created lapel button and embroidered Life Membership jacket patch.
